cannot retrieve or send multimedia text messages

I just got the star s5233s and it's great except for some strange reason if I receive a text with any attachment I have to select retrieve.  Then I get the message "retrieving failed service unavailable". 

Any ideas on why I'm getting that message? If I try to send any attachments it says "sending failed".

Never had issues before with any of my other phones.
